First and foremost and to be borne in mind at all times, is Lord Hewart's admonition; "It is of fundamental importance that justice should not only be done, but should manifestly and undoubtedly be seen to be done."3 It is, as Whittier wrote in his Mantle of St. John, "The hope of all who suffer, The dread of all who wrong."
